Great British Energy (GBE) has published a letter from its Chief Executive Officer, Dan McGrail, to the Chair of the Joint Committee on Human Rights (JCHR), Lord Alton of Liverpool, outlining GBE’s approach to tackling forced labour, modern slavery and human trafficking in its supply chains and responding to the JCHR’s previous recommendations. The letter highlights the establishment of GBE’s Ethical Supply Chains Unit, identifies salient human rights risks across solar, battery energy storage systems (BESS), wind energy and its supply chains, marine vessels and the built environment, and sets out four strategic objectives focused on improving supply chain visibility, strengthening collective action, diversifying high-risk supply chains and promoting a shared understanding of supply chain risk management, with GBE intending to publish a Modern Slavery Statement in the autumn.

The Groceries Code Adjudicator (GCA) has launched its annual GCA survey. The survey will be used to receive early information regarding how the sector is operating in such challenging times. The survey is also a valuable opportunity for suppliers to inform the GCA about any Groceries Supply Code of Practice issues they are facing and whether regulated retails are treating them lawfully and fairly. For the first time, the survey seeks to ask suppliers to provide any feedback about retailers. The survey closes on 21 February 2021 and the GCA in the spring/summer of 2021, will publish results on its website.

The Government Commercial Agency (GCA) has published an article summarising the 17 notices introduced under the Procurement Act 2023 and how contracting authorities must use them throughout the procurement lifecycle. The guidance explains that the notices support transparency from procurement planning through to contract award and post-award contract management, and identifies which notices are mandatory or optional, including planning and pipeline notices, tender process notices, award and post-award notices and dynamic market notices. It also sets out the notices that must be published when calling off contracts through a framework agreement, including UK6 contract award notices, UK7 contract details notices, UK17 payments compliance notices and, where applicable, UK8 contract payment notices, UK9 contract performance notices, UK10 contract change notices and UK11 contract termination notices.

The Construction Leadership Council (CLC) has drawn attention to the Green Construction Board (GCB) and the Institution of Civil Engineers' (ICE) new, jointly published, ‘Low Carbon Concrete Routemap’, which is currently open for consultation. The Routemap sets out recommendations and actions to drive out carbon from concrete, including proposals across seven key strands, each containing specific strategies to address problems with the design, supply, and sequestration of concrete. The report highlights that although ‘the legislative focus is on 2050, our aim is to have in place a new norm by 2035 by adopting a staged approach beginning immediately’. The consultation period ends on 7 January 2022.

The Government Commercial Function (GCF) has unveiled a new Procurement Specific Questionnaire as part of its Procurement Pathway service. This questionnaire is designed to replace the Standard Selection Questionnaire previously used under the Public Contracts Regulations 2015 (PCR). The new tool aims to streamline the procurement process by enabling contracting authorities to obtain core supplier information from a central digital platform, along with additional exclusions, debarment information, and details relating to conditions of participation. The questionnaire is applicable across various stages of the procurement process, including business need definition, finalising and publishing procurement packs, supplier engagement, selection and clarification and due diligence. This development represents a significant update to the UK's procurement procedures, potentially simplifying and enhancing the efficiency of the supplier selection process.
