The Ministry of Justice's plans to reform weddings law in England and Wales and the Law Commission’s report recommending disabled children's social care law reforms are included. A recent judgment from the President of the Family Division discharging a court-appointed Qualified Legal Representative is also set out. Four new Practice Notes on domestic abuse protection orders in the Family Court and in civil proceedings have been added to the domestic abuse subtopic. GLOSSARY
A family-based arrangement is an agreement between both parents about who will provide what for a child, not limited to maintenance payments. Such an agreement can be lodged as a consent order at court in financial order proceedings but does not have to be. See the Child Maintenance Options website and Child Maintenance Service.

Family Procedure (Amendment No 2) Rules 2017, SI 2017/741 amended the Family Procedure Rules 2010 (FPR 2010), SI 2010/2955, 9.15, so that all cases should be referred for a financial dispute resolution (FDR) appointment, save in specified circumstances. What are the practical implications? Prior to the amendments, FPR 2010, 9.15(4) required the court to decide at the first appointment whether a referral to a FDR appointment was appropriate, and if it concluded that it was, to direct that there be an FDR appointment accordingly. A revised FPR 2010, PD 12J came into force on 2 October 2017. What are the key implications? The introduction of a new FPR 2010, PD 12J arose following the report by the working group chaired by Cobb J that was commissioned by the President of the Family Division, Sir James Munby, following the recommendations made by the all-party parliamentary group on domestic violence in 2016.
