The Financial Conduct Authority (FCA) has published a report setting out governance considerations for the use of synthetic data in financial services, following its March 2022 call for input. Developed by the Synthetic Data Expert Group (SDEG), the report is not formal guidance but presents non-exhaustive insights into how synthetic data governance may complement existing frameworks. It outlines practical considerations for managing risks associated with synthetic data, including the use of structured pre-project assessments such as Data Protection Impact Assessments, ensuring ethical and regulatory compliance, selecting appropriate generation methodologies, managing bias in source data, aligning multidisciplinary stakeholders and evaluating model integration. The report also reflects industry concerns around data access barriers, privacy risks—including the potential for de-anonymisation—and the possible role of regulators in coordinating or hosting synthetic data initiatives. The FCA notes that these considerations will continue to evolve as synthetic data adoption expands across financial services.

The Financial Conduct Authority (FCA) has published a research note exploring potential applications of quantum computing in UK financial services and assessing how firms and regulators can prepare for their emergence. The research identifies quantum computing as presenting a national growth opportunity, with leading firms already building quantum readiness strategies across three problem domains: optimisation, machine learning, and stochastic modelling. The research note states that new regulations are unlikely to be required in the near term, as potential quantum applications might intersect with established regulatory themes of explainability, fairness, and operational resilience already central to regulatory frameworks. The research goes on to say that a new Applications Regulatory Readiness Framework could support effective regulatory engagement and suggests existing mechanisms such as sandboxes could be expanded to provide safe spaces for quantum experimentation.
