The European Commission-launched Innovation Centre for Industrial Transformation and Emissions (INCITE) is due to start its operations on 21 June 2024. Led by the Commission's Joint Research Centre (JRC), the new facility aims to provide independent and transparent information on the environmental performance of innovative techniques for industrial use. INCITE will be a key tool in implementing revised Directive 2010/75/EU, the Industrial Emissions Directive. INCITE will also assess the maturity of breakthrough technologies linked to decarbonisation, resource efficiency, circular economy and depollution, assessing both environmental and economic aspects. Its experts will assess the cost-effectiveness, energy and resource efficiency of these technologies and whether they are ready for use at industrial scale and provide significant overall environmental benefits.

The European Commission has launched a consultation on the prudential framework for market risk under Basel III, the Fundamental Review of the Trading Book (FRTB). While most Basel III requirements have applied in the EU since 1 January 2025, the Commission postponed the FRTB rules to 1 January 2027 using the maximum extension allowed under the Capital Requirements Regulation (CRR). This decision reflects delays in implementation by other major jurisdictions. The consultation closes 6 January 2026.

The European Commission has opened a four-week call for evidence seeking input from EU citizens and stakeholders on developing a European blueprint for savings and investments accounts. The initiative, part of the Commission's Savings and Investments Union strategy, aims to establish best practices for retail investor access to capital markets, including tax treatment considerations. Commissioner for Financial Services and the Savings and Investments Union, Maria Luís Albuquerque, indicated the blueprint would draw on existing Member State practices. The Commission expects to publish its Recommendation on establishing savings and investment accounts in the third quarter of 2025.

The European Commission has launched a consultation to determine the optimal approach for applying the Basel III market risk prudential requirements for banks, also known as the fundamental review of the trading book (FRTB). The FRTB aims to enhance risk measurement techniques, aligning capital charges more closely with actual risks faced by banks in capital markets. Although the EU postponed the FRTB application to 1 January 2026, to synchronise with other global jurisdictions, further international delays may affect the competitive landscape for EU banks. The Commission is considering three options: implementing the FRTB as planned, delaying its application to 1 January 2027, or introducing temporary amendments to the market risk framework for up to three years. Responses are sought by 22 April 2025.

The European Commission has launched a consultation seeking views on the impacts of possible actions to accelerate the move towards zero-emission mobility in the corporate fleets market. This proposal is to help achieve the goal under the European Green Deal and the Sustainable and Smart Mobility strategy for a reduction in transport emissions of 90% by 2050, in comparison with 1990 levels. The aim of the consultation is to analyse the ‘state of play’ of the corporate fleet market, outline challenges and potential areas of action and gather best practice examples to accelerate the transition to zero emissions. The deadline for response is 30 April 2024 (midnight Brussels time).

The European Commission has launched a consultation on a draft implementing regulation setting out how national aviation authorities would accredit qualified entities to carry out certification and oversight tasks. Authorities would assess applicants’ competence, define the scope of their accreditation and use fair, transparent criteria to allocate tasks. They would monitor continued compliance and could limit, suspend or revoke accreditation where requirements are breached. The draft also provides for accreditation to transfer to another Member State’s authority or the European Union Aviation Safety Agency if an authority stops using an entity for reasons unrelated to safety, to avoid disrupting its work. The consultation closes on 21 October 2026.

The European Commission has launched a consultation seeking views on its draft implementing regulation concerning joint clinical assessments of medicinal products as required by the Health Technology Assessment Regulation, Regulation (EU) 2021/2282 (HTA Regulation). The draft implementing regulation provides procedural rules for conducting and updating these joint clinical assessments, and the format and templates for the submission dossier and Joint Clinical Assessment Report. The consultation comes as the HTA Regulation requires the Commission to adopt implementing acts to provide procedural rules for the different steps in the Regulation. The consultation will close on 2 April 2024.

The European Commission has initiated a public consultation and call for evidence regarding EU legislation on medical devices and in vitro diagnostic medical devices. This targeted evaluation aims to assess the effectiveness of the current regulations, examining their costs, administrative burdens—particularly for SMEs—and benefits for patients and users. It will also investigate the regulations’ impact on device availability, including 'orphan devices', and innovation in the sector. The initiative comes in response to ongoing challenges and delays in transitioning to the new rules, with stakeholders able to contribute their views until 21 March 2025.

The European Commission has launched a public consultation to collect views on the monitoring and control of drug precursors. Drug precursors are chemical substances that could be diverted to produce drugs if taken beyond their legitimate use. This initiative follows the May 2023 call for evidence on the diversion of trade in drug precursors and is part of the EU's zero-tolerance vision on drugs. The Commission aims to recognise potential solutions to prevent the diversion of drug precursors, while limiting unnecessary obstacles to legitimate trade. Following this, the Commission may present an initiative for revised EU drug precursors rules, as indicated in the EU roadmap to fight drug trafficking and organised crime.

The European Commission has launched three public consultations on draft revisions to implementing acts relating to F-gases. Regulation (EU) 2024/573 governing the use of fluorinated gases (the F-Gas Regulation) entered into force on 11 March 2024, repealing and replacing Regulation (EC) 517/2014. This new Regulation resulted in regulatory changes requiring various pieces of supplemental legislation to be updated.

The European Commission has launched a digital connectivity package to foster the innovation, security and resilience of the EU’s digital infrastructures. This set of possible actions aims to start a discussion on concrete proposals with stakeholders, EU Member States, and like-minded partners on how to shape future EU policy action with a view to achieving a consensus. It comprises a White Paper on ‘How to master Europe’s digital infrastructure needs’ and a Recommendation on the security and resilience of submarine cable infrastructures. The Commission launched today a public consultation on 12 scenarios set out in the White Paper. The consultation will close on 30 June 2024. The submissions will be published and will contribute to the future policy actions.

The European Commission has launched consultations and calls for evidence on two major initiatives: the EU Electrification Action Plan and the EU Heating and Cooling Strategy. These initiatives, introduced under the Clean Industrial Deal and the Action Plan for Affordable Energy, aim to enhance energy affordability, competitiveness, and security while supporting the EU’s climate objectives. The Electrification Action Plan seeks to increase the share of electricity in final energy consumption, which currently stands below 25%, by addressing barriers and identifying policy measures to promote cost-effective and system-friendly electrification. The consultation focuses on electrification in transport, industry, and buildings.
