STOP PRESS: The EU Listing Act was published in the Official Journal on 14 November 2024 and contains amendments to the EU Market Abuse Regulation (EU MAR). The bulk of the EU Listing Act provisions, including the EU MAR amendments, will enter into application in July 2026 and are subject to the adoption of level 2 delegated acts by the Commission. However, certain changes to EU MAR relating to market soundings and managers’ transactions came into effect on 4 December 2024 and are highlighted in the relevant sections of this Practice Note. On 7 May 2025, ESMA published its technical advice to the Commission regarding, among other things, EU MAR. On 8 April 2026, the Commission published final texts to two delegated acts: one relating to the disclosure of inside information and the other relating to, among other things, the indicators of market manipulation. The delegated acts will be published in the Official Journal of the EU and enter into force if the European Parliament or the Council

They are used for electricity generation, domestic or residential heating and cooling, and for providing heat or steam for industrial processes. The EU Medium Combustion Plants (MCP) Directive forms part of the EU’s legislative framework governing air emissions. It lays down rules on the following, with the aim of reducing emissions and the potential risks to human health and the environment from such emissions: • the regulation of emissions of sulphur dioxide (SO2),

The EU Member State Coordination Group on Health Technology Assessment (HTACG) has adopted its annual Health Technology Assessment Work Programme, outlining its key activities and strategic priorities for 2026. The programme estimates the initiation of approximately 50 joint clinical assessments of medicines containing new active substances for cancer treatment and advanced therapy medicinal products. For the first time, the HTACG will also launch joint clinical assessments of selected high-risk medical devices, with approximately five assessments expected to begin in 2026. Health technology developers can submit requests for joint scientific consultations during four designated periods: 7 January to 4 February 2026, 1 to 29 April 2026, 3 June to 1 July 2026, and 23 September to 21 October 2026.

The European Commission has announced that EU Member States have adopted the 21st package of sanctions against Russia. The package includes new measures spanning energy, financial services, trade and visa policy. Over 100 Russian banks are now subject to transaction bans, and a dedicated third-country ban on crypto-asset services has been implemented. Additionally, the package establishes a framework for a visa ban targeting Russian combatants.

Member States’ representatives have endorsed the provisional agreement reached on 15 December 2023 between the Council of the EU's and the European Parliament’s negotiators on a new law, the European Media Freedom Act (EMFA), to establish a common framework for media services in the internal market and to safeguard media freedom, media pluralism and editorial independence in the EU. EMFA will establish a common framework for media services in the internal market and introduce measures aimed at protecting journalists and media providers from political interference, while also making it easier for them to operate across internal borders. The new rules aim to guarantee the right of citizens to access free and plural information and define the responsibility of Member States to provide the appropriate conditions and framework to protect it. The text of the agreement will now be finalised in all the official languages and formally adopted by both institutions by April 2024.

The European Commission has announced that Member States have endorsed a revision to Implementing Regulation (EU) 2018/2006 (the Monitoring and Reporting Regulation), which includes changes to the rules on CO2 transfer with means other than pipelines and on CO2 emissions that are permanently chemically bound in a product. The endorsed amendments also cover zero-rating of emissions from the combustion of renewable fuels of non-biological origin (RFNBOs), recycled carbon fuels (RCFs) and synthetic low carbon fuels in the EU Emissions Trading System (EU ETS), zero-rating of biomass fuels regarding the use of an EU-wide database, greenhouse gas emission-savings criteria, requirements for monitoring and reporting for different aviation fuels, the treatment of biomass/RFNBOs/RCF in the aviation sector and the monitoring and reporting requirements for non-CO2 aviation effects for each flight, among other things.

The Council of the EU has announced that an agreement was reached by EU Member States, following a written procedure, to remove air and maritime internal border controls with Bulgaria and Romania. Checks on persons at EU internal air and maritime borders between Bulgaria and Romania and the other countries in the Schengen area will cease from 31 March 2024. This date corresponds with the change of the winter/summer schedule set by the International Air Transport Association. This decision was unanimous and the Council will be taking a further decision establishing the lifting of checks at internal land borders.
