The Commission has published the first of its planned omnibus simplification packages, containing proposals to revise the reporting requirements contained in the EU Corporate Sustainability Reporting Directive and EU Taxonomy Regulation, the due diligence requirements contained in the EU Corporate Sustainability Due Diligence Directive, importers’ obligations under the EU CBAM Regulation, and administrative requirements contained in the InvestEU and EFSI Regulations.

The European Commission has published an impact assessment on proposed amendments to EU securitisation regulations. The assessment focuses on modifications to Regulation (EU) 2017/2402 and Regulation (EU) No 575/2013, addressing overcorrection in the post-Global Financial Crisis framework. While the current stringent rules have enhanced market security, the evaluation concludes that they have also stifled market development and rendered securitisation expensive and unappealing due to the high prudential requirements.

The European Commission has published a recommendation on removing barriers to the development of power purchase agreements (PPAs) and other energy purchase agreements. PPAs are long-term bilateral contracts typically concluded between generators and corporate consumers, enabling large energy users to source electricity directly from suppliers and thereby supporting the development of new clean energy installations while providing greater price certainty over time. Following the energy price spikes in 2022, PPAs were identified as a means for businesses to reduce exposure to price volatility, but their full potential remains untapped due to persistent regulatory and non-regulatory barriers.

The European Commission has published a report evaluating the application of Article 33 of the EU Digital Services Act (EU DSA) and its relationship with other EU legal acts. The assessment confirms that the DSA’s designation threshold of 45 million average monthly active recipients for very large online platforms (VLOPs) and very large online search engines (VLOSEs) remains appropriate and effective for identifying services with systemic societal impact. Since its implementation, the Commission has designated 23 online platforms and two search engines as VLOPs and VLOSEs, with one designation terminated. The report finds that the framework has successfully adapted to emerging services such as Temu and Shein, confirming the DSA’s responsiveness to rapid technological change. It also concludes that the existing definitions of intermediary services sufficiently address evolving digital realities, though this may require reassessment by 2027 in light of advances such as artificial intelligence.

The European Commission has published its first progress report on the EU CO₂ injection capacity target set under Regulation (EU) 2024/1735 (the Net-Zero Industry Act (NZIA)). The report provides data on anticipated injection capacities, with estimates suggesting that the projects currently planned should amount to an annual CO₂ injection capacity of c.33 million tonnes by 2030. This represents a substantial shortfall against the EU’s target for 50 million tonnes of annual CO₂ injection capacity by 2030.

The European Commission has published a reporting template for serious incidents involving general-purpose AI (GPAI) models that pose systemic risks under the EU AI Act. The template is intended to ensure consistent and transparent reporting practices and to support providers in demonstrating compliance with Commitment 9 of the GPAI Code of Practice. Under Article 55 of the EU AI Act, providers must report relevant information on serious incidents to the AI Office and, where appropriate, to national competent authorities. The GPAI Code of Practice further operationalises this obligation by outlining the information that must be included in such reports to demonstrate compliance.

While improvements have been made in monitoring and spending, the Commission notes that only 39.5% of surface water bodies achieve good ecological status, with widespread contamination remaining a concern.
