The European Commission has launched a public consultation on its proposed Circular Economy Act, a new regulation aimed at facilitating the free movement of circular products, secondary raw materials and waste across the EU. The European Commission has opened a public consultation on a proposed regulation to enhance cooperation in enforcing EU rules on unfair trading practices in the agricultural and food supply chain. The initiative aims to strengthen the implementation of existing regulations by improving coordination between Member States. The European Commission has opened a consultation on revisions to Directive 2008/56/EC (EU Marine Strategy Framework Directive) following an evaluation of the existing framework. The initiative aims to better protect the marine environment while simplifying rules and their implementation, improving data use, and reducing administrative burden including easing reporting requirements. The revision is categorised as a REFIT initiative and will take the form of a proposal for a directive. The revised standards are intended to streamline reporting requirements, reduce the administrative burden on businesses and lower compliance costs while preserving core policy objectives. The feedback period closes on 3 June 2026, with Commission adoption planned for the second quarter of 2026.

The European Commission has initiated an evaluation of Regulation (EU) 1223/2009 (the Cosmetic Products Regulation), which governs all cosmetic products made available on the EU market. The regulation was established to create a unified legal framework that protects consumer health by ensuring that all cosmetics comply with stringent safety requirements prior to market placement and to guarantee the efficient functioning of the internal market. The evaluation aims to determine whether the regulation’s provisions are operating as intended. A call for evidence was conducted from 21 February 2025 to 21 March 2025, and a public consultation is scheduled from 05 May 2025 to 28 July 2025. The Commission plans to adopt the proposals resulting from the consultation in the second quarter of 2026.

The European Commission has opened a four-week public consultation on a proposed draft delegated regulation establishing voluntary sustainability reporting standard for value-chain companies outside the scope of the sustainability reporting requirements under the EU Accounting Directive, as amended by the Corporate Sustainability Reporting Directive (CSRD). The consultation forms part of the process for replacing the existing Voluntary Sustainability Reporting Standard for non-listed micro-small- and medium-sized undertakings (VSME), contained in Commission Recommendation (EU) 2025/1710 with formal voluntary standards adopted through delegated legislation. The initiative is designed to support companies with an average of fewer than 1,000 employees during the financial year, as well as other companies not subject to mandatory sustainability reporting requirements, in disclosing sustainability-related information — thereby reducing their overall reporting burden. The consultation will run until 3 June 2026.

The European Commission has launched a consultation seeking views on a draft implementing regulation amending Implementing Regulation (EU) 2022/1475 to update EU rules on reporting data on interventions in the wine sector for the monitoring and evaluation of the common agricultural policy (CAP). The draft reflects changes introduced by Regulation (EU) 2026/471, which added two new types of intervention: permanent grubbing-up of productive vineyards, and monitoring, diagnostics, training, communication and research activities aimed at preventing the spread of relevant pests. It also requires Member States to report implementation data, including Union financial assistance, total expenditure, number of beneficiaries, hectares grubbed up and number of operations, to support the CAP performance framework and enable effective monitoring and evaluation of CAP Strategic Plans. Commission adoption is planned for the third quarter of 2026, and the consultation closes on 23 June 2026.

The European Commission has launched consultations on three proposed acts under Article 7 of Regulation (EU) 2025/40 (Packaging and Packaging Waste Regulation (PPWR)), covering the calculation and verification of recycled plastic content in packaging, sustainability criteria for plastic recycling technologies, and conditions for recycled plastic from non-EU countries to count towards EU recycled-content requirements. The Commission intends to adopt two implementing acts and one delegated act by the end of 2026. The consultations close on 16 September 2026.

The European Commission has opened a feedback period on draft delegated regulation establishing rules for calculating the life-cycle global warming potential (GWP) of new buildings. The draft regulation implements Article 7 of Directive (EU) 2024/1275 (revised Energy Performance of Buildings Directive), creating a harmonised EU framework for national calculation methods. The rules mandate disclosure of life-cycle GWP in energy performance certificates for large new buildings with floor space exceeding 1000m2 from January 2028, extending to all new buildings from January 2030. The calculation framework encompasses greenhouse gas emissions from construction products and direct and indirect emissions during the building use stage. Following the feedback period and expert group opinion, the Commission aims to formally adopt the delegated regulation in December 2025, after which the Council and European Parliament will have a two-month objection period that may be extended to four months. The feedback period closes on 31 October 2025.

The European Commission has opened a feedback period on its adopted proposal for a regulation on the omnibus simplification of energy-efficient product legislation. The proposal aims to simplify and improve compliance through targeted amendments to rules governing the delivery and display of energy and tyre labels, registration in the European Product Registry for Energy Labelling (EPREL), market surveillance and compliance requirements under the framework and the amendment of tyre labelling requirements through delegated acts. The feedback period closes on 15 October 2026.
