The European Commission has prepared a draft implementing regulation for Regulation (EU) 2023/1805 (FuelEU Maritime Regulation), which aims to reduce greenhouse gas emissions in the shipping sector. The regulation establishes a FuelEU database to record actions and documents related to compliance. The draft act sets out rules for access rights and functional and technical specifications of the database. The Commission has opened a public feedback period from 7 February to 7 March 2025, with adoption planned for the first quarter of 2025.

The European Commission has presented its Action Plan on drone and counter-drone security, aimed at developing a competitive European drone market and unlocking potential for innovation, growth and job creation across the sector. The plan includes a proposed Drone Security Package to revamp existing rules on civilian airborne drones and adapt them to new security realities. Key market development measures comprise the launch of an 'EU Trusted Drone' label to identify secure equipment, coordinated civil-military industrial mapping to attract investment and foster innovation, and the establishment of a Drone and Counter-drone Industry Forum to facilitate dialogue with industrial actors and scale up production. The Commission will create an EU Counter-Drone Centre of Excellence to strengthen counter-drone testing capacity and develop a certification scheme for counter-drone systems. The plan includes coordinated risk assessment measures to protect technology supply chains for both drones and counter-drone systems. The Commission stated that Europe was first globally to establish clear drone rules and will continue updating these rules as technology evolves, noting that civilian drones can transform the economy across transport, logistics, emergency services and tourism sectors.

The European Commission has presented the Digital Justice package 2030, comprising the DigitalJustice@2030 Strategy and the European Judicial Training Strategy 2025-2030. The DigitalJustice@2030 Strategy outlines 14 actionable steps to help Member States implement artificial intelligence and digital tools in justice systems, including promoting exchange of best practices among Member States, developing a toolbox for sharing IT and AI tools, boosting the European Legal Data Space to facilitate online access to legislation and case-law, and conducting a study on cross-border videoconferencing interoperability challenges. The European Judicial Training Strategy 2025-2030 aims to equip justice professionals with digital skills through practical training on digital case management systems, cross-border cooperation tools and secure communication technologies. The strategy includes training on EU digital law application, including Regulation (EU) 2022/2065 (EU Digital Services Act). The package builds on the 2023 Digitalisation Regulation and contributes to the EU's Digital Decade Policy Programme, which aims to make all key public services available online by 2030.

The aim is to improve energy flows across Member States, reduce energy prices and support the EU’s efforts to reduce reliance on Russian energy imports.

The European Commission has published an Automotive Package, comprising legislative and policy measures to support the sector’s transition to clean mobility and respond to industry calls for regulatory simplification. The package aims to maintain progress towards climate neutrality by 2050 while enhancing competitiveness and investment certainty.

The Commission has published its eighth omnibus 'simplification' package, targeting environmental legislation in the areas of industrial emissions, circular economy, environmental assessments and geospatial data. The changes are intended to contribute to reducing the administrative burden for businesses.

As part of its continuing simplification agenda, the Commission has adopted a further omnibus package of measures designed to streamline and simplify EU food and feed safety legislation. The cross-cutting package aims to simplify rules and procedures linked to plant protection products and biocidal products, feed, official controls and animal health and welfare.

The European Commission has presented a package of measures to increase the EU’s energy independence and affordability, centred on the Clean Energy Investment Strategy and the Strategy for Small Modular Reactors (SMRs), alongside a Citizens Energy Package. Through the Clean Energy Investment Strategy, the Commission aims to bridge the gap between available private capital and the significant investment required for the clean energy transition by de-risking projects and improving access to finance for electricity grids, innovative clean technologies and energy efficiency. The Strategy will be delivered in partnership with the European Investment Bank Group, which intends to provide more than €75bn in financing over the next three years and commit up to €500m to a Strategic Infrastructure Investment Fund to support key energy infrastructure projects.

The Commission has published an Action Plan for the Chemicals Industry and a sixth simplification omnibus package targeting various EU chemicals regulations. Together, these initiatives are intended to strengthen the competitiveness of the EU chemical sector. Both build on the commitments made in the Commission’s Clean Industrial Deal, as published in February 2025.

The European Commission has adopted a legislative proposal for an Industrial Accelerator Act (IAA) that introduces 'made in EU' and low-carbon requirements for public procurement and support schemes in strategic sectors, including steel, cement, aluminium, automotive and net-zero technologies. The proposed regulation establishes conditions for foreign direct investments exceeding €100m when a single third country controls more than 40% of global manufacturing capacity. In such cases, it mandates that EU employment levels reach at least 50% and requires technology transfer. The IAA aims to increase the manufacturing sector’s share of the EU's GDP from 14.3% to 20% by 2035 while compelling Member States to establish single digital permitting processes. The proposal will now be subject to negotiations between the European Parliament and the Council before it can be adopted.

The European Commission has proposed an additional 12-month postponement for the implementation of Regulation (EU) 2023/1115 (the EU Deforestation Regulation), moving the applicability date to 30 December 2025 for large companies and 30 June 2026 for micro- and small enterprises. This decision, influenced by concerns from global partners regarding their preparedness, aims to provide stakeholders with sufficient time to prepare for the new rules, ensuring effective enforcement and contributing to the EU's efforts to combat deforestation. The Commission has also published additional guidance documents to assist stakeholders in understanding the new rules, as well as the principles of the methodology to be applied to the EU Deforestation Regulation benchmarking exercise, and presented the strategic framework for international co-operation management on the legislation.
