The City of London Police's Insurance Fraud Enforcement Department (IFED) has conducted a nationwide operation against illegal insurance brokers, known as ‘ghost brokers’, from 19–30 May 2025. The operation resulted in two arrests, £48,195 in Account Forfeiture Orders and the issuance of seven cease and desist notices, alongside intelligence gathering and efforts to inform the public about fraudulent insurance practices. Additional actions included targeted vehicle checks, the deployment of ANPR technology with police forces nationwide to identify vehicles linked to potentially fraudulent policies. IFED worked with social media platforms for the removal of 62 fraudulent accounts. The initiative was prompted by the report 52% increase in detected ghost broking activity between 2022-2024 by the Insurance Fraud Bureau (IFB).
