130  Interpretation of Part V

(1)     In this Part (unless the context otherwise requires)—

“broadcasting body” means the BBC or [S4C];

“fairness complaint” has the meaning given by section 110(4);

(a)     any television programme service (within the meaning of Part I of the 1990 Act) which is licensed under that Part,
