TRA upholds anti-dumping measures on imports of excavators from China

The Trade Remedies Authority (TRA) has published its final decision upholding its recommendation to impose anti-dumping measures on imports of excavators from China, following reconsideration requests by LiuGong Group and Caterpillar Group. The TRA concluded that there were no grounds to amend its original decision, and the anti-dumping tariffs—ranging from 18.81% to 40.08%—will therefore remain in force in line with the notice effective from 14 May 2025.

China requests WTO dispute consultations with India over solar and IT goods

China has requested World Trade Organization (WTO) dispute consultations with India regarding certain measures affecting solar cells, solar modules and information technology (IT) goods. The request, circulated to WTO members on 23 December, challenges India’s tariff treatment and other measures, which China claims favour domestic inputs and discriminate against Chinese imports. China contends that the measures are inconsistent with obligations under the General Agreement on Tariffs and Trade (GATT) 1994, the Agreement on Subsidies and Countervailing Measures and the Agreement on Trade-Related Investment Measures.

UN General Assembly adopts convention on negotiable cargo documents

The United Nations General Assembly has adopted the United Nations Convention on Negotiable Cargo Documents, creating a new legal framework that allows goods transported by road, rail, air or sea to be represented by a single negotiable document, in paper or electronic form. The Convention aims to facilitate global trade by enabling goods to be bought, sold or used as collateral while in transit, reducing paperwork, supporting digital trade and improving access to finance, particularly for small and medium-sized enterprises and businesses in developing and landlocked economies.

DBT and DIT publish notice extending anti-dumping duty on aluminium foil from China until 2029

The Department for Business and Trade (DBT) and Department for Internal Trade (DIT) has published a public notice confirming the Secretary of State’s decision to accept the Trade Remedies Authority’s (TRA) recommendation to maintain anti-dumping duties on certain aluminium foil in rolls (AFR) originating from the People’s Republic of China (PRC) at existing rates and extend the measure until 6 June 2029. The decision follows a transition review which found that removing the duties would likely lead to recurrence of dumping and injury to UK industry.
