Low carbon hydrogen projects—legislation and policy tracker This tracker provides an overview of key developments and anticipated next steps in relation to low carbon hydrogen in Great Britain (GB) since the Ten Point Plan for a Green Industrial Revolution, which was published in November 2020. It outlines the policy developments led by Department for Energy Security and Net Zero (DESNZ) and its predecessor, the Department for Business, Energy and Industrial Strategy (BEIS), as well as those from the Welsh and Scottish governments to the extent that hydrogen policy is a devolved competency. The tracker covers a range of low carbon hydrogen policy initiatives, including the Hydrogen Production Business Model (HPBM), Hydrogen Transport and Storage Business Models (HTBM and HSBM), and the Low Carbon Hydrogen Agreement (LCHA). Climate change levy What is the climate change levy? The climate change levy (CCL) is a mandatory tax on UK business energy use, charged at the time of supply, known as taxable supplies. It is administered by HMRC but collected by energy suppliers via energy bills. Taxable supply A taxable supply is the supply of a taxable commodity, including self-supply, by an energy supplier to a business consumer that is not excluded or exempt from the CCL. What is a business consumer? Business consumers include consumers in: • industry • commerce • agriculture, and • public administration Definition of self-supply A self-supply occurs where a gas or electricity provider or a producer of other taxable commodities consumes its own supplies for its own business purposes (eg for heating and lighting administration buildings not directly connected with production), which it would otherwise supply to a third party. Ofgem approves TMO4+ grid connection reforms package

Energy analysis: On 15 April 2025, Ofgem approved the package of grid connection reforms put forward by the National Energy System Operator (NESO) to overhaul the process for obtaining connections to Great Britain (GB)’s electricity transmission and distribution networks. The approved reforms, collectively termed ‘TMO4+’, mark one of the biggest shake ups to the GB grid connections process since its inception and will have significant consequences for electricity generation, storage and demand projects seeking to connect to GB’s electricity networks, both now and in the future.
