Welsh Government publishes SFS Universal Layer guidance for 2026 launch

The Welsh Government published the full scheme guidance for the Sustainable Farming Scheme (SFS) Universal Layer, with the scheme set to commence on 1 January 2026. Deputy First Minister Huw Irranca-Davies described this as 'a truly landmark moment for Welsh agriculture', emphasising that the initiative is designed to support farmers in producing world-class, high-quality food, while also caring for the environment and addressing climate change.

Defra publishes guidance on EPR closed loop recycling for packaging producers

The Department for Environment, Food & Rural Affairs (Defra) has published guidance on closed loop recycling under Extended Producer Responsibility (EPR) for packaging. The supporting regulations are expected to come into force on 1 January 2026. Under this guidance, large producers can offset the closed loop packaging waste they collect and recycle against the household packaging they supply, subject to specific conditions. The waste must consist of food-grade plastic packaging, be collected by the same producer who supplied it, and be recycled by a single reprocessor into food-grade plastic materials.

Welsh Government publishes consultation outcome on waste recycling code revisions

The Welsh Government has published a summary of responses to its consultation on revisions to the Separate Collection of Waste Materials for Recycling Code of Practice for Wales. The consultation sought views on updates needed to reflect forthcoming amendments to the Waste Separation Requirements (Wales) Regulations 2023, including the requirement that from April 2026 all small waste electrical and electronic equipment from non domestic premises must be separately presented for recycling. Most respondents considered this clarification, and the proposed adjustments to waste subfractions such as adding blister packaging to items excluded from the cartons, metal and plastic stream and removing expanded polypropylene, to be sufficiently clear. They also agreed that the expiry of hospitals’ temporary exemption from separation requirements is well explained. Practical concerns were raised regarding difficulties for small and rural businesses, limited storage capacity in some settings and the complexity of hazardous waste guidance. Respondents identified no significant impacts on the Welsh language but suggested bilingual public facing materials and clearer introductory guidance. Several called for coordinated enforcement between Natural Resources Wales and local authorities to ensure consistent compliance across Wales.

DfT publishes climate adaptation strategy for transport following consultation

The Department for Transport (DfT) has published its climate adaptation strategy for transport following a consultation that ran from 3 April 2024 to 31 May 2024. The strategy includes policies intended to enhance climate adaptation planning across the transport sector and improve climate resilience in transport infrastructure over the next five years, ahead of the fourth National Adaptation Programme. The DfT has also published a summary of consultation responses received during the process.
