Before consigning any dangerous goods1 for carriage by air the shipper must ensure that:
(1) the goods are not forbidden for carriage by air2 in any circumstances3;
(2) if the goods are forbidden for carriage by air without approval, all such approvals have been obtained where the Technical Instructions indicate it is the responsibility of the shipper to so obtain them4;
(3) the goods are correctly5 classified, packed, marked and labelled6;
(4) the package is in a fit condition for carriage by air7;
