Where Ofcom1 proposes to grant a licence2 to provide additional services3 it must publish, in such manner as it considers appropriate, a notice (a 'tender notice')4:
(1) stating that it proposes to grant such a licence5;
(a) the period for which the licence is to be granted6;
(b) the sound broadcasting service7 or services on whose frequency8 or frequencies the services are to be provided9; and
(c) the extent and nature of the spare capacity10 which is to be allocated by the licence11;
(3) inviting applications for the licence and specifying the closing date for such applications12;
