The provisions of the Convention relative to the Protection of Civilian Persons in Time of War1 are supplementary to the relevant provisions of the Hague Regulations2. Upon the outbreak of a conflict and in all cases of occupation of territory, each of the parties to the convention who is a party to the conflict must establish an official information bureau responsible for receiving and transmitting information respecting protected persons in its power
