The Welsh Government has announced the development of all-Wales resources to support schools in managing incidents involving weapons on school premises. Cardiff Council will lead a collaborative effort with local authorities and other partners to establish a consistent approach for situations in which children bring weapons to school or are reasonably suspected of possessing them.

The Welsh Government has published a written statement on the draft Allocation of Housing and Homelessness (Eligibility) (Wales) (Amendment) Regulations 2025, which seeks to amend the Housing and Homelessness (Eligibility) (Wales) Regulations 2014. This action was taken in response to the UK government’s decision to disapply the Habitual Residence Test for six-months from 17 July 2025 for British nationals returning from Israel, the West Bank, the Gaza Strip, and East Jerusalem following the June conflict between Israel and Iran. The exemption enables immediate access to welfare benefits and housing support for those affected. The current Welsh housing eligibility regulations do not yet reflect this temporary exemption. The proposed amendments aim to ensure consistency between housing and welfare provisions and allow eligible individuals to access housing or homelessness assistance in Wales without delay.

The Welsh Government has published a written statement, announcing the enactment of the Historic Environment (Wales) Act 2023 (HE(W)A 2023), along with its supporting regulations. Owners of scheduled monuments and listed buildings, legal advisors, heritage consultants, conservation officers can refer to the HE(W)A 2023 for guidance. The HE(W)A 2023 replaces the Ancient Monuments and Archaeological Areas Act 1979 and the Planning (Listed Buildings and Conservation Areas) Act 1990, but it does not change the current management and protection regimes for the Welsh historic environment.

Welsh Government has announced the extension of the Help to Stay Wales scheme for an additional 12 months, until March 2026. This decision comes in response to persistently high levels of mortgage arrears and the associated risk of repossession and homelessness in Wales. The scheme offers eligible homeowners access to specialist debt advisors, with costs covered by the Welsh Government, and the potential for partial repayment of existing mortgage balances through low-cost equity loans. This extension aligns with the government's long-term ambition to end homelessness in Wales by focusing on early intervention, prevention, and support for struggling homeowners.

The Welsh Government has announced that they are providing innovation funding of £380,000 to support two projects that utilise technology which supports the ongoing transformation of how domiciliary care is delivered in Wales. An initiative in the Cwm Taf Morgannwg University Health Board and Bridgend County Borough Council area has been awarded £180,000 to help people manage their medication using a digital device. A further £200,000 has been awarded to test a new, modernised domiciliary care delivery model in Torfaen, Gwynned and Denbighshire.

The Welsh Government has announced a new pilot planning guidance to strengthen the protection of the Gwent Levels' ecological networks under Policy 9 of Future Wales (The National Plan 2040). The guidance will introduce a novel spatial mapping approach to understand and protect resilient ecological networks in the area. The framework incorporates findings from a Post Construction Monitoring Study completed by ARUP in July 2024, which assessed the impact of existing developments on the region. This supplementary guidance will work alongside Future Wales and Planning Policy Wales in determining planning applications and developing local plans, with a specific focus on safeguarding biodiversity and creating resilient ecological networks. The guidance is expected to undergo public consultation later in 2025 and will serve as a model for similar ecological protection initiatives across Wales.

The Welsh Government has announced an inquiry into the role, governance and accountability of the community and town council sector. The Local Government and Housing Committee has agreed to undertake this inquiry. The terms of reference for the inquiry are to examine the role and value of community and town councils in Wales, whether the sector is fit for purpose in an evolving local government landscape, governance and scrutiny arrangements and its impact on accountability and transparency, scope of digital and new technology to improve decision-making, service provision and participation in local democratic processes and how new powers and responsibilities for this tier of government are utilised to support communities. The consultation closes on 18 October 2024.

The Welsh Government has announced a Wales interim measures alarm grant to support leaseholders facing the cost of alarm systems required for simultaneous evacuation policies while remediation work is carried out. The Cabinet Minister for Local Government, Housing and Planning, Siân Gwenllian MS, also confirmed progress in implementing the Building Safety (Wales) Act 2026, which strengthens safety and accountability requirements for multi-occupied residential buildings, introduces competence requirements for fire risk assessors and enables applications to the residential property tribunal for remediation and remediation contribution orders. Regulations supporting these orders were consulted on earlier in September 2026 and are intended to be laid before the Christmas recess, while registration of category 1 buildings is expected to begin in December 2027. The Welsh Government stated that more than a quarter of the Grenfell Tower Inquiry recommendations have been implemented in Wales and that it expects this proportion to double by the end of 2026. The Cabinet Minister also told developers signed to the Welsh Government remediation contract that they must meet their obligations, with enforcement action to be considered where they fail to do so.

The Welsh Government has introduced the Planning (Wales) Bill and the Planning (Consequential Provisions) (Wales) Bill to the Senedd. The Planning (Wales) Bill represents the first formal separation of Welsh and English planning law, consolidating and codifying legislation specifically for Wales. It aims to modernise the structure and language of planning law by enhancing legal clarity and usability without reforming the planning system itself.  The Bill implements recommendations from the Law Commission's 'Planning Law in Wales' report and aligns with priorities set out in 'The future of Welsh law: A programme for 2021 to 2026'. The accompanying Planning (Consequential Provisions) (Wales) Bill makes the necessary amendments and repeals to existing legislation and includes transitional and savings provisions to support implementation of the main Bill.

The Welsh Government has announced the launch of Nature Estate Cymru, a collaborative group convened by the Deputy First Minister, Huw Irranca-Davies, comprising organisations responsible for significant areas of Welsh land to help address climate and nature objectives. The group which held its first meeting on 12 March 2026, includes Natural Resources Wales, three national park authorities, the National Trust, the RSPB and Dŵr Cymru, among others. It will focus on initiatives such as tree planting and progress towards safeguarding 30% of Wales’ land, freshwater and seas for nature by 2030. Additionally, the group will address water quality, invasive species, wildfire risks, and public access to nature. Members will collaborate to test and share evidence‑based land management approaches, helping to overcome challenges that cannot be addressed by individual organisations.

The Welsh Government has announced the initiation of applications for its Welsh-medium capacity building grant scheme, with £900,000 available for the 2025-26 academic year. The scheme, which supports the Welsh Language and Education Bill's objectives, allows secondary schools to address staffing challenges in Welsh-medium education through various mechanisms including: teacher training, cross-subject development and apprenticeships. The programme builds on 2024's implementation which saw 55 grants awarded to Welsh-medium or bilingual secondary schools.

The Welsh Government has announced that a new National Health Service (NHS) complaints system for Wales has come into effect, replacing the existing process for raising concerns about NHS care. Key changes include: (1) a mandatory offer of an initial listening discussion; (2) proactive offers of advocacy and support throughout the process; (3) clear, accessible communication, with complex legal and medical terminology explained and (4) mandatory checks to ensure concerns are resolved within set timeframes. The government states that these reforms are based on principles of respectful engagement, proportionate and effective investigation, organisational learning and clear leadership assurance of regulatory compliance.
