The Trade Remedies Authority (TRA) has published a Statement of Essential Facts, recommending anti-dumping duties on Chinese biodiesel imports. The investigation, initiated on 5 June 2024 following an application by the Renewable Transport Fuels Association on behalf of domestic producers, determined that Chinese biodiesel is being sold in the UK at unfairly low prices, resulting in material injury to the UK industry. The TRA proposes duties of 15.68% for the Zhuoyue Group and cooperating exporters and 54.64% for other exporters. The measures cover fatty-acid mono-alkyl esters and hydrotreated vegetable oils.

The Trade Remedies Authority (TRA) has published its annual report and accounts for 2024–25, highlighting its work protecting UK businesses from unfair trading practices. The report outlines how the TRA has continued to investigate and review cases involving imported goods sold at unfair prices (dumping) or subsidised imports that could harm UK industry. The TRA says it has: initiated reviews on schedule for the last of 43 trade remedy measures transitioned from the EU system, thus retaining 25 of 30 to protect UK businesses from unfair trade practices, successfully completed five new dumping and subsidy cases following requests from UK industries, and begun preparing industries for the 2026 expiry of current measures, enabling them to seek extensions if needed. The report further outlines TRA’s financial performance and governance, and how it adapted to new challenges. TRA is also exploring investigation process improvements to boost efficiency and support the UK economy.

The Trade Remedies Authority (TRA) has published its final decisions following three tariff rate quota (TRQ) reviews concerning the UK’s steel safeguard measure, determining that existing controls should be maintained, varied, or adjusted based on domestic production and import thresholds. In review TQ0077, the TRA maintained TRQs for categories 4 and 7 steel after finding that UK producers manufacture competing products and that removing safeguards would risk harm to the domestic industry. In review TQ0078, it varied the TRQ for category 12A by removing three of eight commodity codes due to a lack of UK production for those goods, indicating safeguards were not required for those items. In review TQ0085, the TRA assessed Turkey’s Developing Country Exemption status for category 4 steel and, having found that imports exceeded the relevant thresholds, recommended introducing a country-specific quota. All changes took effect on 1 April 2026.

The Trade Remedies Authority (TRA) has published its final determination in its subsidy investigation into imports of hydrotreated vegetable oil (HVO) biodiesel from the USA, launched on 17 March 2025. The TRA found that HVO imports from the USA were subsidised and caused injury to the UK industry, recommending a fixed duty of between £258.10 and £266.68 per tonne. Following its economic interest test, the TRA concluded that applying a countervailing amount would not be in the UK's economic interests. After considering the TRA's recommendation and wider public interest matters, the Secretary of State decided not to apply an anti-subsidy measure. As a result, no anti-subsidy duties will be applied to HVO imports from the USA.

The Trade Remedies Authority (TRA) has published a report produced by Grant Thornton for the TRA assessing the suitability of different methodologies to evaluate the impacts of the UK’s trade remedies. The report aims to facilitate the TRA's evaluation of its existing and future trade remedy measures. It tests different methodologies that could be used to estimate the causal impacts of the UK's trade remedy measures on trade and the UK economy, including the performance of affected industries. This is done through four illustrative case studies. However, the report itself does not provide commentary or evaluate the causal impacts of any existing UK trade remedy measures but serves instead as a methodology toolkit and guiding framework for policymakers to select the appropriate tools and methods for evaluating the impacts of trade remedy measure.

The Trade Remedies Authority (TRA) has recommended maintaining the anti-dumping measure on imports of aluminium foil in rolls from China for an additional five years starting 6 June 2024. Following a transition review initiated on 20 May 2024, the TRA published its Statement of Essential Facts, which found that dumping would likely continue or recur if the measure were removed, potentially causing injury to the UK production industry.
NEWS
The Trade Remedies Authority (TRA) has proposed extending anti-dumping and countervailing measures on organic coated steel (OCS) imports from China until May 2029. The TRA's initial findings suggest that removing these measures could lead to a recurrence of dumping and subsidisation, potentially harming the UK industry. Stakeholders can submit comments on the proposal by 18 March 2025.

The Trade Remedies Authority (TRA) has recommended maintaining an anti-dumping measure on imports of Corrosion Resistant Steel (CRS) from China for five more years, which the UK Government has accepted. The measure, with duties ranging from 17.2% to 27.9%, aims to prevent dumping and protect the UK industry, contributing £63m annually to the economy. The TRA's review found that removing the measure could harm UK industry and hinder decarbonisation efforts. The measure will remain in place until at least 9 February 2028.
