The Pensions Regulator (TPR) has updated its pensions dashboards guidance in response to the latest Money and Pensions Service (MaPS) guidance, progress on the central digital architecture build, policy clarification from the Department for Work and Pensions (DWP) and industry feedback. The updated guidance incorporates best practice insights and includes two checklists to assist schemes: one for those still working to connect and another for those that have already connected.

In a blog published on 31 March 2026, the Pensions Regulator (TPR) has urged trustees of smaller defined contribution (DC) occupational pension schemes to act now and assess their future in light of accelerating consolidation and forthcoming legal changes under the Pension Schemes Bill. TPR also highlights that it has published new consolidation guidance to support trustees considering transferring into a larger scheme, such as a master trust, and updated its winding up guidance for schemes where closure may be more appropriate or cost-effective. TPR’s blog follows its DC landscape report published on 17 March 2026, which highlighted continued consolidation, with the number of non-micro DC and hybrid schemes falling by 15% in 2025 to 790—following a similar decline the previous year—largely driven by schemes with fewer than 5,000 members. Against this backdrop, TPR stresses that trustees—particularly of smaller schemes—must take a ‘clear-eyed’ view of whether they can continue to meet rising regulatory and operational expectations, or whether members would be better served through consolidation or wind-up.

The Pensions Regulator (TPR) has published a blog post by chief executive Nausicaa Delfas outlining the expected impact of the Pension Schemes Bill, how TPR is addressing unfinished business in the pensions system and why the pensions industry must increase its standards even more. To support implementation, TPR has launched an innovation support service to encourage early engagement with new ideas and reduce regulatory barriers. It is also developing a new trusteeship strategy focused on raising professional standards in line with other professions and corporate governance standards, with an emphasis on accountability, agility, and data-led decision-making. Delfas urged trustees, advisers, and administrators to adapt, evolve and collaborate to ensure the reforms deliver lasting benefits for savers across the UK.

The Pensions Regulator (TPR) has urged trustees of defined contribution (DC) pension schemes to take practical steps now to prepare for the Pension Schemes Bill and ensure they continue to provide quality services. In a speech delivered at a pensions industry Defined Contribution Conference, TPR’s interim director of policy and public affairs, Patrick Coyne, said TPR will seek to bridge the gap between the introduction of new duties under the Bill and the current need to govern schemes well and deliver high standards for savers. He outlined four key themes that run across the Bill’s DC-related provisions: being saver outcome-focused, building scale, becoming data-led and accountable, and innovating at retirement. TPR confirmed it will continue to work closely with the Department for Work and Pensions (DWP) and the Financial Conduct Authority (FCA) to support implementation. It also encouraged trustees to participate in consultations and industry forums as the Bill develops.

The Pensions Regulator (TPR) has called on trustees to treat member data as their most important ‘strategic asset’ to ensure readiness for pensions dashboards by the final connection deadline of 31 October 2026. Following its engagement with hundreds of schemes, TPR found progress on data quality but highlighted gaps in value data and over-reliance on administrators, warning that neglect could undermine dashboard compliance. TPR’s engagement exercise revealed that while most schemes have improved personal data cleansing, value data used to calculate benefits is often overlooked. Trustee engagement varies widely, with some relying almost entirely on administrators. Historical underinvestment has created a ‘data debt’ and TPR research shows one in four schemes still hold non-digitised records, with fewer than three in five confident in common data accuracy.

The Pensions Regulator (TPR) last year launched its initiative to check that savers in defined contribution (DC) schemes are benefitting from rules requiring trustees to assess whether they deliver value through a detailed value for members (dVFM) assessment. 17% of DC schemes investigated so far by TPR have concluded that their schemes do not offer good value and opted to wind up. TPR predicts that if these results reflect the whole DC landscape, then more than 200 schemes may opt to wind up. Penalties totalling more than £30,000 have also been issued to seven schemes so far. TPR also fined two schemes for climate regulation breaches.

Smiths News Plc (Smiths News) released a Statement to the London Stock Exchange on 23 February 2026 announcing that it had received a warning notice on 20 February 2026 from the Pensions Regulator (TPR) concerning the Tuffnells Parcels Express Pension Scheme (Tuffnells Pension Scheme). With the section 75 debt of the Tuffnells Pension Scheme estimated at £3,467,000, the warning notice states that TPR is considering issuing a financial support direction (FSD) against Smiths News. Smiths News had owned Tuffnells Parcels Express Limited (Tuffnells), the sponsoring employer of the Tuffnells Pension Scheme, between December 2014 and May 2020. Tuffnells subsequently entered administration on 12 June 2023. The warning notice also identifies multiple parties connected to Tuffnells as potential targets of TPR's powers. The Statement from Smiths News explained that it is reviewing the contents of the warning notice along with its advisers, and will make submissions to TPR before the case is referred to the Determinations Panel, stressing it is too early to say whether an FSD will be issued or in what amount. The Board added that Smiths News acted reasonably during its ownership of Tuffnells and was a net contributor of funding to the business.
