The Public Law Project (PLP) has published a report, ‘Cultural, Linguistic and Procedural Barriers to Access to Justice in Immigration and Asylum Tribunals – Report 1: Language, Evidence and Procedure’, which examines how language barriers, cultural misunderstandings and procedural obstacles affect access to justice in immigration and asylum tribunal hearings. It states that effective participation requires more than a right to a hearing as applicants must be able to understand proceedings, communicate their experiences, present evidence and participate meaningfully in decisions which may profoundly affect their lives.

The Public Law Project (PLP) has published a Nuffield Foundation-funded report on artificial intelligence (AI) and automated decision-making by public bodies. It found that people are often not told when automated tools inform decisions, only 4 of 15 identified systems appeared on the Algorithmic Transparency Recording Standard (ATRS) and 1 of 125 ATRS entries linked to an Equality Impact Assessment. PLP recommends putting the ATRS on a statutory footing and introducing enforceable notification and information rights.

The Public Law Project (PLP) has published two reports finding that demand for immigration and asylum legal aid exceeds available provider capacity, leaving some financially eligible people unable to secure representation. The reports examine how the Immigration Contract’s payment and eligibility rules may influence the distribution of limited legal aid. They argue that the rules can make certain matters more commercially attractive for providers to accept, although the analysis does not seek to show how individual providers behave or assume that they are solely profit-driven.

Publishers Licensing Services (PLS) has launched the first stage of a collective licensing initiative that enables publishers to opt into a scheme permitting artificial intelligence (AI) companies to legally access published works for training and fine-tuning AI models. Developed in collaboration with the Copyright Licensing Agency (CLA) and the Authors' Licensing and Collecting Society (ALCS), the voluntary scheme establishes a content repository where publishers can license material to AI developers for a fee.

The Pensions and Lifetime Savings Association (PLSA), along with major UK pension funds that collectively manage over £400 billion in assets, have expressed strong support for the government's Mansion House reforms in an open letter to the Chancellor. The open letter highlights the industry's perspective that the pension review and the Mansion House reforms aim to boost economic growth, encourage consolidation, and enhance outcomes for savers. Key areas of focus include increasing pension investment in UK assets, achieving economies of scale through consolidation, advancing governance in the Local Government Pension Scheme (LGPS), and addressing pension adequacy in the forthcoming second part of the pensions review. The industry also emphasised the importance of climate leadership and ESG initiatives as complementary to the growth agenda. This collaborative approach between the pensions sector and the government seeks to secure better outcomes for savers while supporting long-term economic growth and maintaining global competitiveness.

Key signatories include: Aegon UK, Aviva, Legal & General, Nest, the Phoenix Group, and the Universities Superannuation Scheme, among others. Implementation of the commitments depends on government and regulatory support and remains subject to fiduciary and Consumer Duty obligations.

NEWS
The Pensions and Lifetime Savings Association (PLSA) has published its response to the Pension Protection Fund’s (PPF) consultation on its proposed levy rules for 2025/26 and its plans to maintain the levy at £100m. In its response, the PLSA calls for the levy for 2025/26 to be significantly reduced or cut to zero on the basis that 80% of defined benefit (DB) schemes are in surplus and the level of aggregate surplus is high, the declining numbers of claims, and the ‘healthy’ financial situation of the PPF (with reserves of over £12bn as at 31 March 2023).
