What is BREEAM? The Building Research Establishment’s Environmental Assessment Methodology (BREEAM) is a method for evaluating and certifying the environmental performance of a building’s design, construction and operation. A BREEAM score and rating are assigned to BREEAM certified buildings providing a means of measuring the environmental impact of a building’s design and construction and so benchmarking this against other certified buildings. BREEAM is owned, maintained and managed by BRE Global Ltd. BRE Global Ltd provides licenses to independent trained and qualified BREEAM Assessors who undertake BREEAM assessments. BREEAM Assessments are subsequently submitted to BRE for independent review and certification. Drivers of BREEAM While BREEAM is a voluntary standard, there are a number of drivers for undertaking a BREEAM assessment, including: • local development frameworks via planning authorities specify BREEAM ratings to be achieved to demonstrate the sustainability of developments. For example, in Wales, all new non-residential developments (over 250m2) promoted or supported by the Welsh Government or its sponsored bodies must achieve BREEAM excellent, or an equivalent quality assured scheme. In a Parliamentary answer on 25 January 2024, the Minister for Legal Migration and the Border, Tom Pursglove MP, stated that the Home Office is anticipating that existing leave holders with a Biometric Residence Permit (BRP), and new applicants for leave, will be able to create a UKVI account from April 2024. This is in relation to digital status, which the Home Office plans to replace BRPs in full from the beginning of 2025. Currently digital status(eVisas) is confined to certain types of applicants only. Existing BRP holders will have to create an account in order to obtain digital status, this will not happen automatically. In his statement, the Minister went on to confirm that from that date, the Home Office ‘will begin contacting customers directly via email where possible, and will utilise a range of additional communication channels to inform customers of the need to take action to create an account before their BRP cards expire at the end of 2024’. The Home Office will be monitoring the numbers of accounts created.

An update on 23 April 2026 to the Home Office's Guide AN naturalisation guidance replaces the requirement to return Biometric Residence Permits (BRPs) to the Home Office within five working days with an obligation on individuals to destroy the document themselves. The previous postal return process has been removed and replaced with detailed instructions to cut through key security features, including the biometric chip.
