Ofcom has launched a consultation on proposals to revise the non-geostationary satellite orbit (NGSO) licensing process to make it clearer, faster and less burdensome while ensuring effective spectrum management and competition. The regulator proposes requiring applicants for NGSO network licences to have launched at least one satellite before applying and to provide evidence of the benefits of their services, while applications for NGSO gateway licences in the Q/V band must involve a satellite operator. Ofcom also proposes ending routine consultation on gateway applications, extending the consultation period for network licences from 20—30 working days, and requiring applicants to address substantive issues raised. Additional licence condition changes would allow gateways to connect to a wider range of services and oblige licensees to cooperate with other operators to mitigate interference. Existing licences will not be varied, but unused licences may be subject to future regulatory action to ensure spectrum is used effectively. The consultation will run until 18 November 2025.
