The Office for Students(OfS) has announced the establishment of a new Provider Panel to provide advice and constructive challenge on current and future regulation in the interests of students, appointing OfS board member, Verity Hancock OBE, as chair and bringing together 11 senior leaders from registered and unregistered higher education providers across England, including universities, specialist institutions and further education colleges. The OfS stated that the panel will act as a critical friend within its formal governance arrangements, helping it to understand the views of the diverse institutions it regulates, identify emerging sector risks, and support its strategic commitment to closer collaboration with providers. The panel will work closely with the OfS board and senior leadership team under an agreed programme of work aligned to the OfS’s new strategy and annual business plan, with the purpose of informing future policy development and ensuring that regulation is delivered effectively and proportionately in the interests of students.

The Office for Students (OfS) has decided to conduct enhanced monitoring of the University of Bolton after finding the institution in breach of condition B2, relating to quality and resources for students. Following a quality assessment of business and management courses, the OfS identified four areas of concern, including insufficient staffing levels, inconsistent academic misconduct processes and inadequate academic support for certain students. The university has developed an action plan to address these issues and will be required to report periodically to the OfS on its progress. The enhanced monitoring will continue until the OfS is satisfied that the risks have been resolved. Notably, the OfS has also approved the university's request to change its name to the University of Greater Manchester, with the regulatory judgements and enhanced monitoring continuing to apply under the new name.

The Office for Students (OfS) has imposed two specific ongoing conditions on the University of Northampton after determining that the institution breached three registration conditions relating to the quality of its computing courses during the 2022–23 academic year. The OfS found breaches of condition B1 concerning high-quality academic experience, condition B2 relating to student resources and support and condition B4 concerning effective assessment and credible awards. The regulator stated that the breaches related to overly complicated or unclear assessment information and unclear summative feedback. Although the university has remedied the breach of condition B1, the ongoing conditions require improvements to resources, support and feedback quality for computing courses. The university must report to the OfS after 12 months, after which the regulator will carry out a further quality assessment to determine whether compliance has been restored. The decision concludes the OfS’s programme of assessments of business and management and computing courses across multiple institutions.

The Office for Students (OfS) has launched a consultation on proposals to merge its existing quality assessment system with the Teaching Excellence Framework (TEF). Under the revised framework, registered higher education institutions will be evaluated on how well they meet and exceed OfS quality requirements, with ratings published for both universities and colleges. The system will operate on a cyclical basis, with the frequency of assessments determined by institutional ratings and ongoing risk monitoring. Initially, the focus will be on undergraduate provision, commencing in the 2027–28 academic year, while postgraduate taught provision will be incorporated from the second assessment cycle. The OfS intends to publish its decisions on the overall approach in spring 2026, followed by a detailed methodology consultation during autumn 2026.

The Office for Students (OfS) has launched a consultation on two new initial conditions of registration, set to replace four existing ones. Condition C5 aims to bolster student consumer rights protection, while E7 seeks to ensure effective governance in new entrants. The proposals, open for consultation until 23 April 2025, also include changes to streamline the registration process. If approved, these measures would be implemented in August 2025, applying to new applications but not affecting currently paused ones. The OfS asserts that these changes will facilitate a more efficient registration process for well-prepared providers whilst enabling swifter identification and refusal of substandard applications.
