The International Underwriting Association (IUA) has welcomed a decision not to move forward with a proposed change in the Financial Services Compensation Scheme (FSCS)—the Prudential Regulation Authority had considered changing the definition of ‘small business’. The IUA argued that any widening of the scope of eligibility could make the UK significantly less attractive to investors and could also result in a wholesale reduction in the number of branches operating in the UK as carriers may decide that subsidiarisation of currently authorised branches would not suit their operating strategy. On 30 April 2024, the PRA confirmed in CP6/24 – Occasional consultation paper: April 2024 that it will not change its definition of ‘small business’.

Are there any other ‘hot’ merger control issues in Iceland? There have not been recent developments regarding the Icelandic merger control regime. However, in September 2025, the national government announced its intention to amend the merger provisions of Competition Act, No 44/2005. A draft bill was published for public review and observations. After receiving comments from stakeholders, the matter is currently under review by the Ministry, and a final bill has not been introduced in Parliament. We anticipate that a bill will be introduced during the term of the sitting government. Based on the original draft bill, changes are expected to include higher turnover thresholds with yearly increases linked to index, the introduction of ‘stopping the clock’ under certain circumstances and broader investigative authorisations for the Icelandic Competition Authority (CA).
