HM Treasury (HMT) has announced a £14.2bn investment for the construction of the Sizewell C nuclear power plant as part of the Spending Review. The project is expected to create 10,000 jobs, including 1,500 apprenticeships, and will provide clean, homegrown energy to six million homes, with completion anticipated in the 2030s. Sizewell C Ltd has already signed £330m in contracts with local companies, and it is predicted that 70% of contracts will be awarded to around 3,500 British suppliers.

HM Treasury (HMT) has announced that three major pension funds – Aegon UK, NatWest Cushon and M&G - are in the final stage of approval for contributing to an initial £200m of investment to support cutting-edge British businesses, following the Chancellor’s announcement of a new vehicle for pension investment in venture capital in October last year - the British Growth Partnership Fund. The Fund is intended to channel pension savings into high-growth UK businesses in sectors such as clean energy, fintech and medical technology. It aims to help firms expand within the UK, create employment and deliver stronger returns for savers.

HM Treasury (HMT) has announced that the Chancellor of the Exchequer, Rachel Reeves, secured for the government’s Life Sciences Innovative Manufacturing Fund a £500m investment in UK R&D and manufacturing in Surrey from global biopharmaceutical company UCB. The investment will enable UCB to advance the development of medicines for immunological diseases at its research hub currently under development in Windlesham. Reeves secured the investment during the World Economic Forum in Davos, where she is also scheduled to meet with executives from AstraZeneca, LinkedIn and Revolut.

HM Treasury (HMT) has announced a new housing package, aimed at delivering up to 5,000 new affordable social homes through a £500m funding commitment for the Affordable Homes Programme, bringing the total investment in housing supply for 2025-26 to over £5bn. The government will provide details about new investments to succeed the 2021-26 Affordable Homes Programme during the Spending Review. This announcement comes ahead of the government’s Housing Strategy, expected to be published in Spring 2025. The government will also consult on a new five-year social housing rent settlement that will cap the rents that social housing providers can charge their tenants, enabling the sector to invest in new social housing. At the 2024 Autumn Budget, the Chancellor will also confirm £128m of funding to support the delivery of new housing projects.

HM Treasury (HMT) has issued a letter commissioning the Financial Services Skills Commission (FSSC) to produce a report on the skills needs arising from the adoption of artificial intelligence (AI) and other disruptive technologies in the UK financial services sector. The letter delivers on the government’s commitment on this issue set out in its Financial Services Growth and Competitiveness Strategy.  The FSSC is expected to publish its findings in 2026, with HMT monitoring progress throughout.

HM Treasury (HMT) has published the response to its July 2024 consultation on the Task Force on Climate-related Financial Disclosure (TCFD)-aligned disclosure Exposure Draft for Phase 3. Key themes from the 14 responses received include support for broader consideration of impacts in scenario analysis, concerns about changing the temperature threshold in Strategy disclosure from '2°C and below' to '2°C and above', requests for a stronger focus on transition risks, and calls for further guidance on climate scenarios. The feedback has been incorporated into the final TCFD-aligned disclosure Application Guidance, which has been approved and published by the Financial Reporting Advisory Board and its Sustainability Subcommittee.

HM Treasury (HMT) has confirmed that anti‑money laundering (AML) and counter‑terrorism financing (CTF) supervisory responsibilities will be transferred. Instead of a framework where 22 professional body supervisors cover these duties, supervision will be consolidated under the Financial Conduct Authority (FCA). The FCA will serve as the Single Professional Services Supervisor (SPSS). The FCA will take over oversight of approximately 60,000 regulated firms – including legal, accountancy, and trust and company service providers – which is a significant increase from its present responsibility for 17,000 entities. To enable this change, new primary legislation must be introduced to grant the FCA the required powers, with timelines dependent on parliamentary scheduling. The FCA plans to work closely with stakeholders in developing a detailed delivery plan, and a public consultation is expected to launch in November 2025.

The Chancellor, Rachel Reeves, has secured a planned five-year investment worth £8bn from Amazon Web Services (AWS) which is estimated to support around 14,000 jobs per year across the UK. AWS plans to use the investment to fulfil the growing needs of its customers and partners, and transform the UK’s digital economy. The investment announcement comes ahead of this year’s UK International Investment Summit on 14 October 2024, where the world’s most important companies and investors will come together. AWS projects that these investments will add £14 billion to the UK's Gross Domestic Product between 2024 and 2028.

HM Treasury (HMT) has launched a consultation seeking views on proposed amendments to chapter 8 of the Government Financial Reporting Manual (FReM) to implement IFRS 18 Presentation and Disclosure in Financial Statements across UK central government from 1 April 2028. The Exposure Draft proposes retaining most existing FReM interpretations and adaptations currently applied to IAS 1, removing the existing interpretation linking 'fair presentation' to a 'true and fair view' and introducing a new adaptation excluding measures relating to budgets and Estimates from the scope of management-defined performance measures. It also seeks views on the proposed application of IFRS 18's new presentation, categorisation, aggregation and disclosure requirements, the proposed interpretations and adaptations, and any practical implementation challenges. The consultation closes on 11 September 2026.

HM Treasury is consulting on the potential for a new approach to captive insurance companies, with the aim of supporting the competitiveness of the UK insurance sector. This consultation does not explore the specific mechanism by which a different approach to regulating captives might be introduced in the UK—it seeks views on where it may be justified to take a different approach for captive insurance, as well as views on the economic case for change. Responses are sought by 7 February 2025.

HM Treasury (HMT) has launched a consultation, seeking views on the development of a predictable fiscal response to future oil and gas price shocks. Once the Energy Profits Levy (EPL) ends, the government is committed to establishing a new permanent mechanism that will activate only during periods of unusually high prices. At the Autumn Budget 2024, the government confirmed that the EPL will end in 2030 or earlier if the Energy Security Investment Mechanism is triggered. The consultation closes on 28 May 2025.

HM Treasury (HMT) has published a consultation setting out proposals to consolidate the functions of the Payment Systems Regulator (PSR) within the Financial Conduct Authority (FCA), as part of the government’s Regulatory Action Plan. The proposed integration aims to simplify the regulatory landscape for payment systems by reducing the number of regulatory bodies and improving coherence for firms and stakeholders. In a supporting statement, FCA executive director for payments and digital finance and PSR managing director, David Geale, welcomed the consultation as an important step in clarifying payments regulation and confirmed that the FCA and PSR are already working together to support a streamlined approach. Responses are sought by 20 October 2025.
