The Financial Conduct Authority (FCA) has published a package of measures designed to help strengthen the UK’s capital markets. It includes a consultation on proposed rules to establish the new Public Offers and Admissions to Trading Regime (POATRs), which will replace the existing UK Prospectus Regulation; a consultation on proposals for a new activity of operating a public offer platform; and a consultation outlining proposals for the derivatives trading obligations to help improve the regulation of secondary markets, reduce systemic risk and disruption to firms. Also included in the package is policy statement PS24/9, Payment Optionality for Investment Research.

The Financial Conduct Authority (FCA) has published the credit reporting Interim Working Group (IWG) response to the FCA’s Credit Information Market Study (CIMS) final report, recommending the establishment of a new Credit Reporting Governance Body (CRGB) to replace the existing Steering Committee on Reciprocity (SCOR). The response details proposals for the CRGB’s purpose, roles, objectives, legal structure, funding model and oversight procedures, all of which are designed to improve data quality, enhance consumer protection and promote competitive practices in the UK credit information industry. The IWG, comprising representatives from established credit reference agencies, new providers, consumer groups and trade associations, has developed the recommendations as a modern, transparent and accountable framework to govern the sharing and use of credit information.

The Financial Conduct Authority (FCA) has issued a roadmap for the implementation of cryptoasset regulation in the UK. The roadmap, spanning from Q4 2023 to 2026, sets out a timeline of forthcoming discussion, consultation and policy papers and rule implementations covering various aspects of the crypto industry. Key areas include trading platform intermediation, lending rules and staking rules; admission and disclosures, market abuse; custody; conduct and complaints processes.

The Financial Conduct Authority (FCA) has published data on skilled person reviews for the first two quarters of 2025/26. The FCA commissioned ten reviews in Q1 and six in Q2, with a continued focus on financial crime and conduct of business. Q1 reviews were spread across consumer investments, insurance, retail banking, payments, and wholesale markets, while Q2 activity was concentrated in insurance, payments, retail banking and wholesale sectors.

The Financial Conduct Authority (FCA) has published the results of its review into the quality of prudential regulatory reporting by investment firms under the Investment Firms Prudential Regime (IFPR) and the MIFIDPRU sourcebook. The review covered regulatory returns submitted via RegData between January 2024 and March 2025, assessing approximately 3,800 firms and conducting over 323,000 tests. The FCA examined whether firms’ data was consistent with MIFIDPRU guidance, aligned with comparable sources, and whether changes over time were plausible.

The Financial Conduct Authority (FCA) has published joint debt collection guidance with Ofgem, Ofwat and Ofcom. It urges firms to make sure customers in debt do not receive excessive communication; use supportive language; clearly signpost free debt advice; and make it easy for debt advisers to contact them on behalf of clients. Where firms fail to meet high standards, the FCA says it will take ‘robust action’.

The Financial Conduct Authority (FCA) has published discussion paper 'DP 24/1 Regulation of commercial and bespoke insurance business' in which the regulator invites feedback on whether its rules strike an appropriate balance between safeguarding those customers who require regulatory protections and competitiveness in the commercial non-investment general insurance market. The FCA believes that there may be changes which can be made to better align this balance. Responses are sought by 16 September 2024.

The Financial Conduct Authority (FCA) has published an engagement paper for its proposal for AI Live Testing. The paper outlines a plan to support the safe and responsible deployment of AI models in UK financial markets through a controlled live testing environment. As part of the existing AI Lab, the initiative involves the FCA’s regulatory and technical teams working directly with firms to test AI models using methods such as output-driven validation. The paper invites feedback from all stakeholders, with particular emphasis on the perspectives of chief information officers, chief AI officers, chief data officers, and AI solution providers. Responses are sought by 10 June 2025. The proposal is aligned with the UK Government’s AI Opportunities Action Plan, which outlines recommendations for leveraging AI to enhance economic growth and efficiency.

The Financial Conduct Authority (FCA) has published its evaluation paper 25/1, which sets out results and lessons learned from the regulator’s ban on contingent charging and other remedies in the defined benefit (DB) transfer advice market that was introduced in policy statement PS20/6, ‘Pension transfer advice: feedback on CP19/25 and our final rules and guidance’ in 2020. The FCA welcomes views on this evaluation.
