The European Parliament has approved a review of the Common Agriculture Policy (CAP) Strategic Plans Regulation and the CAP Horizontal Regulation. MEPs have adopted the draft law with technical modifications proposed by the Council of the EU and endorsed by the European Parliament’s committee in a vote taken on 15 April 2024. The Regulation will now have to be approved by the Council of the EU before it can enter into force.

The European Parliament approved a revised Framework Agreement governing its relations with the European Commission. The vote recorded 446 in favour, 100 against and 72 abstentions. Building on the existing 2010 framework, the updated agreement aims to strengthen Parliament's role in shaping EU legislation, clarify the conditions under which the Commission may exercise emergency powers, and enhance democratic accountability by mandating the Commissioner’s presence during debates. The agreement will come into force following a signing ceremony between Presidents Metsola and von der Leyen, scheduled for 25–26 March 2026.

The European Parliament has approved final revisions to Regulation (EU) No 305/2011 (the Construction Products Regulation) following the provisional agreement it reached with the Council of the EU in December 2023. The new rules aim to strengthen the single market of construction products and support the green and digitalisation goals of the EU by increasing harmonisation of construction products standards. The revisions will also stimulate sustainability via new environmental requirements, and digitalisation of the sector through digital passports for products. The Council will now have to give its final form approval for the revised regulation to be published and come into form.

The European Parliament has approved revised EU social security coordination rules, following a provisional agreement reached with the Council of the EU, to provide clearer and fairer access to social security for EU workers who live or work in another member state. The updated rules clarify which country’s social security legislation applies, aim to strengthen cooperation between member states to identify errors and fraud, including the use of letterbox companies, and introduce a new definition and list of long-term care benefits.

The European Parliament has approved the Net-Zero Industry Act which requires the EU to produce 40% of its annual deployment needs in net-zero technologies by 2030 and to capture 15% of the global market value for these technologies. The new law will simplify permitting procedures and set maximum timelines for projects to be authorised through ‘Net-Zero Acceleration Valley’ initiatives. The Act also requires national support schemes to consider the sustainability and resilience criteria when moving their consumers to technologies like solar panels and heat pumps. Once the Council of the EU adopts the Act, it will enter into force.

The European Parliament has approved revised rules on package travel aimed at enhancing protection for holidaymakers by drawing lessons from the pandemic and high-profile bankruptcies. The updated directive clarifies the definition of a travel package, introduces rules governing the use of vouchers and allows travellers to cancel trips without penalties in cases of unavoidable and extraordinary circumstances affecting the destination or point of departure.

The European Parliament has approved the updated rules of Directive 2008/99/EC (Environmental Crime Directive). The revised Directive contains a list of updated criminal offenses including illegal timber trade, depletion of water resources and the qualified offences like large-scale forest fires and widespread pollution of air, water and soil. The new rules also introduce penalties for these offences, with imprisonment for eight years for qualified offences and fines for damaging the environment. Whistleblowers reporting offences will be provided with support and assistance for criminal proceedings and EU Member States will be required to organise specialised training for police, judges etc to fight environmental crime. The directive will come into force on the 20th day following its publication in the Official Journal of the EU. EU Member states will then have two years to transpose the rules into their national systems.

The European Parliament has approved the updated rules on Regulation (EC) No 1013/2006 (Waste Shipment Directive). This will introduce a stricter regime for rules on exporting waste to third countries whereby plastic waste exports to non-OECD countries will be prohibited within two and a half years after the Directive’s entry into force. Within the EU, information and data on waste shipments would be stored in a central electronic hub to improve reporting and transparency. The update rules also establish an enforcement group to improve cooperation between EU countries to detect and prevent illegal shipments.

The European Parliament has voted to approve the 'von der Leyen II' Commission, marking the final stage in the Commission investiture process. In a plenary session, MEPs elected the College of Commissioners as a whole, with 370 votes in favour, 282 against, and 36 abstentions. This approval follows a debate with Commission President Ursula von der Leyen, who presented her team and programme for the next five years.

The European Parliament has voted to create the EU Talent Pool, a digital platform designed to match vacancies in EU-wide shortage occupations with non‑EU jobseekers. With 414 votes in favour, 182 against and 21 abstentions, MEPs endorsed the initiative, which aims to facilitate recruitment from outside the EU through a voluntary system open to all member states. The platform will be free for employers and jobseekers and will highlight vacancies contributing to EU competitiveness.

The European Parliament's Economic Governance and EMU Scrutiny Unit (EGOV) published a briefing analysing the European Commission's Savings and Investment Union (SIU) communication from 19 March 2025. The SIU is designed to strengthen the EU's financial system by channeling savings into investments and eliminating certain Single Market barriers. Notably, the SIU extends its scope beyond the Capital Markets Union (CMU) to also cover the banking sector. The briefing details that the SIU will introduce proposals for a 28th legal regime as well as for the European Innovation Act. Additionally, a mid-term review of the SIU's progress is scheduled to take place in the second quarter of 2027.

The European Parliament has published a briefing examining whether EU origin-labelling rules remain suitable for fragmented global supply chains. It finds that customs rules, which assign goods a single origin based on where they were wholly obtained or last substantially transformed, remain appropriate for customs purposes but may not reflect consumers’ understanding of where a product was made or where its value was created. The briefing identifies uncertainty in the interaction between customs law, consumer protection rules and sector-specific labelling regimes, which may result in legally accurate origin claims giving consumers a misleading overall impression.
