The European Commission has adopted implementing regulations establishing technical standards and certification procedures for European Digital Identity (eID) Wallets. The regulations set uniform specifications for wallet functionalities, ensuring cross-border interoperability whilst prioritising data protection and user privacy. Member States are expected to develop compliant wallets by the end of 2026, offering citizens a secure means of digital identification for accessing various services. The Commission has emphasised local data storage, user control over information sharing, and the inclusion of a privacy dashboard in the wallet design.

The European Commission has adopted three Commission Delegated Regulations under Regulation (EU) 2023/2631 (the European Green Bond Regulation).

The European Commission has announced it has adopted the uniform cross-sectoral correction factor to be applied to free allocation of emission allowances from 2021 to 2025. Article 10a(5) and 10a(5a) of Directive 2003/87/EC establishes the maximum annual amount of free allowances that should not be exceeded. The Commission said if the sum of the annual amount of free allowances submitted by Member States and EEA EFTA states exceed that limit, then an annual cross-sectoral correction factor must be applied.

The European Commission and EU consumer authorities (Network of Consumer Protection Cooperation Authorities (CPC)) have sent letters to 20 airlines highlighting multiple types of potentially misleading green claims, following an alert from the European Consumer Organisation. The Commission and CPC are now calling on these airlines to bring their practices in line with EU consumer law within 30 days, noting that these environmental marketing claims can be considered as misleading actions or omissions, which are prohibited under Articles 5, 6 and 7 of the Unfair Commercial Practices Directive. The Commission and the CPC network will organise meetings with the airlines to discuss the solutions proposed by the companies after they receive the companies’ responses. The Commission will then monitor the implementation of the approved changes. The CPC authorities can decide to take enforcement actions, such as sanctions, if the involved airlines do not take the necessary measures to rectify the issues identified in the letter.

The European Commission and the European Data Protection Board (EDPB) have agreed to provide guidance on the interplay between the EU Digital Markets Act (DMA) and Regulation (EU) 2016/679 (General Data Protection Regulation) to effectively implement the regulatory frameworks of the DMA and GDPR whilst respecting their individual objectives and ensuring uniform application to digital gatekeepers. The Commission and EDPB have engaged with the High Level Group, established by the DMA, on data-related and interoperability obligations to ensure that the DMA is implemented effectively.

The European Commission and the European Research Area (ERA) countries have published guidelines on the responsible use of generative artificial intelligence (AI) in research to support the European research community. Generative AI tools provide convenience and speed in producing text, images and code, researchers, however this could also pose issues which include plagiarism, revealing sensitive information or biases in the models.  The guidelines offer recommendations to researchers and encourage users of these guidelines to adapt them to their specific contexts and situations. These guidelines also build on the EU AI policy and EU AI Act and complement other policy activities on the effect of AI in science. There are also a set of principles, which frame these guidelines, based on pre-existing relevant frameworks, such as the European Code of Conduct for Research Integrity and the work and guidelines on trustworthy AI.

The European Commission and the European Environment Agency have published a new Land Use, Land Use Change and Forestry (LULUCF) Handbook. The LULUCF Handbook aims to support Member States in the design and implementation of their land sector policies. Its content includes an explanation of Regulation (EU) 2018/841, the LULUCF Regulation, the dissemination of knowledge and experience on how greenhouse gas emissions (GHG) monitoring in the land sector can be improved to reflect the effects of policies and measures, and the enablement of an increase in the quality of GHG emissions and removals in the LULUCF sector emission inventory data by making use of latest methodologies and monitoring data. In parallel, the Commission will begin an evaluation process in 2024 to assess the regulation against the 'Better Regulation' principles such as its effectiveness, efficiency, and coherence with other land sector policies.

The European Commission has welcomed the judgment of the Court of Justice, which largely confirms the validity of Directive (EU) 2022/2041, the Adequate Minimum Wages Directive and dismisses Denmark’s request to annul it in its entirety. The Commission stressed that the Court confirmed the Directive was adopted on a correct legal basis and upheld provisions on collective bargaining, which it considers essential to strengthen minimum wage protection.

The European Commission has announced that the EU is presenting its initiation for reform of the World Customs Organization (WCO), the global forum that intends to shape international standards and common action in customs. According to the Commission, the modernisation initiative would help strengthen the WCO's position as a key multilateral institution and help it address developments in today's ever-changing international trade environment more effectively as well as supporting the green and digital transitions.

The European Commission has announced a new package of digital cooperation measures with Moldova. As part of this, the Council has authorised Moldova’s access to the EU Cybersecurity Reserve, representing the first cyber agreement reached during the Danish Presidency. The Commission in a press release stated that this marks a ‘key advancement in regional security and EU-Moldova digital cooperation under the EU’s Cyber Solidarity Act’.
