The Department for Energy Security and Net Zero (DESNZ) has released the government response to the consultation on hydrogen production and industrial carbon capture (ICC) regulations proposals, which ran from March to May 2023. The government took the responses into consideration and supported the proposals, to set out the process which the Secretary of State may direct a counterparty to offer to contract with an eligible low carbon hydrogen producer or eligible carbon capture entity, to ensure transparent information publication of each contract entered into by a counterparty and to require a counterparty to provide early notification to the Secretary of State if it is unable to fulfil its functions. The proposals also require new projects to meet the Low Carbon Hydrogen Standard and exempt the production of CO2 from certain power generation facilities. The DESNZ intends to deliver these regulations as soon as departmental and Parliamentary timelines allow, enabling business model contracts to be awarded.
