Local authority publicity definition

What does Local authority publicity mean?

Local authorities must not publish any material appearing to be designed to affect public support for a political party (see section 2 Local Government act 1986 and section 6(2) for 'local authority').

In determining prohibited material regard shall be had to the content and style of the material, the time and other circumstances of publication and the likely effect on those to whom it is directed. Relevant matters also include whether the material refers to a political party or to persons identified with a political party or whether it promotes or opposes a politically controversial viewpoint, identifiable with a particular political party. Authorities must have regard to any code of recommended practice on local authority publicity issued under section 4 when reaching publicity decisions. The Government in April 2001 issued a Code of recommended practice on local authority publicity. Included in this was that: 'Between the time of publication of a notice of an election and polling day, publicity should not be issued which deals with controversial issues, or which reports views or policies
