Comment—EU cybersecurity rules fall flat in first two years

The EU's first bloc-wide cybersecurity rules have failed to deliver any enforcement action in the two years since they came into force, calling into question whether they are fit for purpose. Broad divergence between national implementing rules, including on the scope of the sectors covered, further undermines the objective of the Network and Information Systems Directive (the NIS Directive), Directive (EU) 2016/1148 of creating a unified regulatory environment across the EU.
