What does Application for leave to swear to death mean?

An application to the court for permission to make an Oath swearing to the death of a person in order that the missing person's estate can be dealt with.

Application is made to a judge supported by an affidavit setting out the ground of the application to include the length of time the person missing has not been heard of and details of the enquiries made to locate them. [Non-Contentious Probate Rules 1987, r 53]
