Editorial Note: This Statement of Principles of Good Employment Practice is the replacement for the Code of practice on Workforce matters in Public Sector Employment Contracts, colloquially referred to as the 'Two-tier Code', which had been issued by the Cabinet Office in 2005, and was withdrawn with immediate effect on 13 December 2010 (but see below for guidance on transitional implications).
