1322. Consultation before grant of consent.

Except where the body or person concerned has notified the hazardous substances authority1 that it or he does not wish to be consulted, the authority must, before determining an application for hazardous substances consent2, consult3:

(1) the COMAH competent authority4;

(2) the district5 or London borough6 council or county council7 concerned, where
