402. Procedure at the inquiry.
Except as otherwise provided by the rules of procedure1, the inspector2 determines the procedure at the inquiry3. Unless in any particular case the inspector, with the consent of the acquiring authority4, otherwise determines, the acquiring authority begins and has the right of final reply5. The other persons entitled or permitted to appear are heard
