Under the CIV Rules1 and the EU rail passengers regulation2 the passenger is required to comply with the formalities required by customs or other administrative authorities both on being carried as a passenger alone and when, on being carried, he has articles (that is, hand luggage, registered luggage3, vehicles4 including their loading) or animals5. He must be present at the inspection of these articles unless otherwise provided by the laws and prescriptions of each state6.
