309. Power to require that video on-demand programme services are accessible to people with sensory impairment.

The Secretary of State1 may by regulations2 impose requirements on providers of on-demand programme services3 for the purpose of ensuring that such services are accessible to people with disabilities, including, in particular, people with disabilities affecting their sight or hearing, or both4. The requirements that may be imposed include:

(1)     requirements for programmes included in the services to be accompanied by subtitling5;

(2)     requirements for such programmes to be accompanied by audio-description for the blind6;

(3)     requirements for such programmes to be presented in, or translated into, sign language
