Ofcom1 may grant licences2 to provide relevant independent radio services3, and must do all that it can to secure the provision within the United Kingdom4 of:
(1) a diversity of national services5 each catering for tastes and interests different from those catered for by the others, of which at least one is a service whose greater part consists in the broadcasting
