A national licence1 must include conditions requiring the licence holder2 to pay to Ofcom3, in addition to any fees required to be paid under the general licence conditions4:
(1) in respect of the first complete calendar year falling within the period for which the licence is in force5, the amount specified in his cash bid6;
(2) in respect of each subsequent year falling wholly or partly within that period, the amount so specified as increased by the appropriate percentage7; and
(3) in respect of each accounting period of his falling within the period referred to in head (1) above,
