Charities for the relief of the old and of the sick were usually considered alongside those for the poor because of a similarity in their work and the overlapping needs of beneficiaries. A lack of funds may well be one of the contributing causes of an old or sick person’s need for help in coping with their disability. It has long, however, been established that the phrase from the Preamble, ‘aged, impotent and poor people’1 is to be construed disjunctively so that
