610. Membership of the Commonwealth.
No binding conventions have been formally enunciated to determine the conditions under which new members may be admitted to the Commonwealth1. However at the Edinburgh Commonwealth Heads of Government Meeting (CHOGM) in 1997, heads of government adopted criteria for membership, which were elaborated at the Kampala CHOGM
