His Majesty may, by order signified under the hand of the Secretary of State1, make orders with respect to the government and discipline of any reserve force2, and all other matters and things relating to that force (except pay, bounty and allowances), and including any matter authorised to be prescribed by any provision of the Reserve Forces Act 1996 or expressed to be subject to orders or regulations made thereunder3. A member of a reserve force who: (1) when required by or in pursuance of such orders or regulations4
