Following the illegal annexation of Crimea and Sevastopol in 2014, the EU passed a series of instruments that sanctioned Russian individuals and entities for their involvement in undermining the territorial integrity, sovereignty and independence of Ukraine. These include Regulation (EU) No 269/2014, Decision 2014/145/CFSP and Regulation (EU) No 833/2014.
On 21 February 2021, the President of the Russian Federation signed a decree that recognised the independence of the so-called People’s Republic of Donetsk and the People’s Republic of Luhansk. The next day, on 22 February 2022, the High Representative of the Union for Foreign Affairs and Security Policy Josep Borrell Fontelles condemned the decision, and on 23 February 2022, the Council passed a series of instruments that began the sanctioning of Russian government, central bank, individuals and entities.
On 24 February 2022, Russia invaded Ukraine. In response, the EU published ten instruments on 25 February 2022, followed by 11 instruments on 28 February 2022. These latter measures include the provision of assistance and equipment designed to deliver lethal force to Ukraine.
Documents that do not have underlying instruments are new documents which the EU has published for the first time.
