Owen Dugmore

Owen Dugmore is an executive specialising in planning, highways and local authority matters.
 
Owen primarily acts for local authorities and public sector clients, advising on a wide range of planning, highways and regulatory issues. He regularly drafts and negotiates complex section 106 agreements for residential developments, including provisions relating to affordable housing, financial contributions, public open space and biodiversity net gain. Owen also manages a substantial caseload of highway agreements, predominantly under sections 38 and 278, supporting their progression from instruction to completion.
 
Owen has experience advising on planning enforcement, including reviewing enforcement notices and supporting local authorities in defending appeals. He has developed particular expertise in biodiversity net gain, where he has provided high-level advice to local authorities on the structuring of a habitat banking vehicle and navigating associated planning and governance considerations.
