E1.459 Transactions in deposit rights—background

The original legislation concerning deposit rights was introduced to deal with transactions in certificates of deposit, but it was extended to include similar rights where no paper certificate was issued1. In September 2003, certificates of deposit were virtually discontinued and were absorbed into a new computerised, paperless system using units of 'eligible debt security'.
