General rule

Chattels such as furniture and objets d'art and any type of goods, negotiable securities and cash are normally situated in the country where they are physically present at the relevant time1. The case of goods or cargo on or over the high seas is not clear but it seems that goods capable of being dealt with in this country by bill of lading are situated here2.
