Where the estate of a transferor includes a right to receive a sum due under any obligation, it is assumed that the sum will be paid in full, except to the extent that recovery is impossible or not reasonably practicable1. This proviso covers a variety of situations where the debtor is unable or unwilling to meet the obligation; perhaps he is insolvent, or his assets are in a foreign country and repayment is blocked by the exchange control regulations of that country.
