A5.403 Parliamentary Commissioner for Administration

The Parliamentary Commissioner for Administration (commonly referred to as 'the Parliamentary Ombudsman')1 exists to provide a service to the public by undertaking independent investigations into complaints that government departments (including HMRC), a range of other public bodies in the UK, and the NHS in England have not acted properly or fairly or have provided a poor service.

The Ombudsman may investigate any action taken by HMRC in the exercise of their administrative functions in any case where a written complaint is made to a Member of Parliament by a member of the public, provided that the
