9.2     Limit on foreign employee hire

All companies or establishments must employ Mexican workers such that they constitute at least 90% of their workforce. If there are no appropriately skilled technicians or professionals the employer may temporarily employ foreign workers, in a proportion that does not exceed 10% of those with the skill set.

The employer and foreign worker have a joint and several obligation to train Mexican workers in the skills in question. Any doctors at the service of the companies must be Mexican. (Federal Labour Law, Article 7).
