    The Employer and the Works Council Members agree that the interests of the Employer's business are best served by their exchanging regular information, engaging in direct dialogue and consultation and reaching a collective understanding of the performance of the Employer's business, its operating environment and other aspects of the Employer's business affairs which affect the interests of its employees;
